About the World War II

It has been already passed 60 years since the World War II has been ended. Therefore we have some chances to watch TV programs about the end of the war. Today I watched the channel of NHK, and that program is about the pilots of B-29 during the World War II.
As you know Tokyo, Toyama, Oosaka have been attacked by the U.S. air force to make the war end as soon as possible (they insisted). Uncountable cicilian people have been killed and many have been injured. And finally two atomic bombs have been dropped on the city center of Hiroshima and Nagasaki. Most people must know this history.
Usually the date of the end of World War II, some country criticize Japan or Germany, the defeated nations. I could understand the reason why we should hear such accusations, but I have always had some strange feelings.
"Why should only Japan and Germany been condemned?"
For example victor countries have killed so many civillian people, and Soviet Union have breached the nonaggression treaty between Soviet Union and Japan. But victor countries have never been accused....
Of course I don't know what have been happened at that time. But I could't get it why only two countries have been condemned...
